The only problem with iTunes as a place to get cheap music is that you have to have an Apple device to take advantage of it (if you don‘t have a Windows PC). There are multitudes more Android devices out there than Apple devices, and Apple might look to take advantage of the vast numbers. Google Play Music is only available in a handful of territories, so it would make sense for Apple to expand iTunes to Android devices for those territories where they already have a foothold.
Sources claim that Apple has begun discussions with several record label execs, with topics ranging from a streaming service to an iTunes app for Android devices. Apparently they can‘t just build an application for the Play Store and then start selling music. There are intense negotiations to get through with record execs, as it affects the record labels drastically.
